WHAT IS THE WAITING FOR INSTRUCTIONS MINDSET

This mindset occurs when individuals rely heavily on explicit guidance before doing anything. They avoid making decisions unless someone else approves or instructs them. While following instructions is sometimes necessary, constant dependence signals a lack of ownership.
